The income of the state budget for 2015 made 17,153.2 mln. manat, while the expenditure was 17,786.8 mln. manat.

 

Incomes
The incomes of the state budget were executed for 17,153.2 mln. manat instead of forecasted 13,786.2 mln. manat or 88.2 percent in 2015.
The Ministry of Taxes of the Republic of Azerbaijan transferred 7,118.2 mln. manat to the state budget executing the income forecast for 100.1 percent during the current year, which is 4.5 mln. manat or 0.1 percent more compared to the same period of the previous year.
The revenues from the non-oil sector shares 70.5 percent or 5,018.3 mln. manat of the above amount, which is 711.6 mln. manat or 16.5 percent more in comparison with 2014.
The State Customs Committee of the Republic of Azerbaijan has executed the forecast for 100.1 percent during 2015 and transferred 1,591.9 mln. manat, which is 81.1 mln. manat or 5.4 percent more in comparison with 2014.
The revenues from chargeable services of the organizations funded from the state budget made 222.6 mln. manat, which is 7.4 percent or 15.3 mln. manat compared to 2014.
90.5 mln. manat was transferred to the budget instead of 48.0 mln. manat or 2.0 times more in comparison to the forecast envisaged from revenues in 2015.
8,130.0 mln. manat was transferred to the budget from the State Oil Fund of the Republic of Azerbaijan.
The income of the state budget was executed for 5,086.9 mln. manat in October to December, 2015.

Expenditures
The expenditures of the state budget were executed for 17,153.2 mln. manat instead of forecasted 17,786.8 mln. manat or 84.3 percent in 2015.
The expenditures of the state budget were executed for 5,628.4 mln. manat in October to December, 2015.
Out of the expenditures of the state budget, 58.2 percent or 1,0361.5 mln. manat was allocated to current expenses, 37.8 percent or 6,720.9 mln. manat was allocated to capital expenditures and 4.0 faizi percent or 704.4 mln. manat was allocated to expenditures related to maintenance of state debts and commitments during 2015.
Out of the expenditures of the state budget, 31.9 percent or 5,665. mln. manat was allocated to funding of social costs (labor payment fund, pensions and social benefits, medicines and food costs), which is 3.4 percent or 188.0 mln. manat more in comparison with 2014.
According to functional classification, there was allocated 35.4 percent (31.2 mln. manat) more for transport and communication costs, 24.5 percent (347.6 mln. manat) more for costs related with general state services, 12.2 percent (184,7 mln. manat) more for economic activity costs, 10.2 percent (31.4 mln. manat) more for costs related with agriculture, forestry, fishery, hunting and protection of environment, 8.5 percent (42.9 mln. manat) more for healthcare costs, 3.3 percent (51.3 mln. manat) more for education costs, and 0.2 percent (2,2 mln. manat) more for court, law enforcement and prosecution costs during 2015 compared to 2014.
4,994.4 mln. manat was allocated for state capital investment costs of the state budget in 2015. The share of capital investment costs is 28.1 percent in the expenditures of the state budget.
The commitments assumed by the treasure agencies on the cost reservations of budget organizations were completely and timely financed in 2015.
The deficit of the state budget made 633.6 mln. manat, which was covered at funding sources.

Consolidated budget
The incomes and expenditures of the consolidated budget were executed correspondingly for 18,207.3 and 21,067.1 mln. manat in 2015.
