Information (operative) about execution of the state budget for the 1st half of 2013

The income of the state budget for the first half of 2013 was 9524,8 mln. manat, the expenditures were 8730,1 mln. manat, e.g. there has been occurred budget profit in amount of 794,7 mln. manat.

Incomes

The incomes of the state budget were executed for 9524,8 mln. manat instead of forecasted 8400,5 mln. manat or 13,4 percent during the first half of 2013, which is 1390,5 mln. manat or 17,1 percent more in comparison to the same period of the previous year.
The Ministry of Taxes of the Republic of Azerbaijan transferred 3316,5 mln. manat to the state budget executing the income forecast for 107,4 percent during the 6 months of the current year, which is 227,4 mln. manat higher in comparison to the forecast, 349,0 mln. manat or 14,8 percent more in comparison to the same period of 2012.
The State Customs Committee of the Republic of Azerbaijan has executed the forecast for 100,3 percent during the 6 months of 2013 and transferred 289,5 mln. manat, which is 82,7 mln. manat or 17,8 percent in comparison to the same period of the previous year.
33,7 mln. manat was transferred to the budget instead of 15,1 mln. manats considered from revenues or 2,2 times more in comparison to the forecast.
5534,7 mln. manat was transferred to the budget from the State Oil Fund of the Republic of Azerbaijan.

Expenditures

The expenditures of the state budget for the 6 months of 2013 was executed for 8730,1 mln. manat or 102,4 percent compared to the forecast, which is 1620,6 mln. manat or 22,8 percent more in comparison to the corresponding period of the previous year.
In accordance to economic classification, 26,7 percent or 2330,5 mln. manat of the state budget expenditures was allocated from the state budget to funding social costs (labor payment fund, pensions and social benefits, medicines and food costs) during the 6 months of the current year, which makes 1,3 percent or 30,8 mln. manat more in comparison to the corresponding period of the previous year.
According to functional classification, there was allocated 1,6 times (62,3 mln. manat) more for economic activity costs (National Fund for Entrepreneurship Support, “Agroleasing” Open Joint Stock Company, State Agency on Agricultural Credits under the Ministry of Agriculture of the Republic of Azerbaijan, improvement of enterprises before privatization, Mortgage Fund), 32,2 percent (809,6 mln. manat) more for industrial, construction and natural fossils costs, 21,8 percent (112,5 mln. manat) more for defense costs, 20,3 percent (5,9 mln. manat) more for transport and communication costs, 12,9 percent (13,1 mln. manat) more for costs related with activities in the field not included to categories such as culture, art, information, physical training, etc., 8,3 percent (15,1 mln. manat) more for agriculture, forestry, fishing, hunting and environmental protection costs, 18,3 percent (6,2 mln. manat) more for housing and utilities services costs, 12,6 percent (28,8 mln. manat) more for healthcare costs.
There was allocated 730,0 million manat from the state investment costs for construction and refurbishment of educational, health, social, cultural, sport and other socio-cultural and household facilities and construction of residential buildings and other social facilities of this type, 2129,0 million manat for construction and renovation of energy, water supply, gas, transportation, utilities, melioration infrastructure and other this kind of facilities during the 6 months of the current year.

Budget summary

The incomes of the budget summary for the 6 months of 2013 were executed for 11256,9 mln. manat. The expenditures of the budget summary were executed for 9818,1 mln. manats, which is 1764,6 mln. manats or 21,9 percent more in comparison to the same period of 2012.
